Al,
I'm not aware of any Scripture that condemns the physical act of
masturbation. The problem would be on the spiritual or mental side. In
order to masturbate the person needs to incite an arousal, which usually
means mental images. Any sin would be a sin of the mind. This is why it is so
important for men and women to take charge over their thought life.
Here are a couple of Scriptures to consider:
"...but I say to you that everyone who looks at a woman with lust for her has
already committed adultery with her in his heart." (Matt5:28)
"But each one is tempted when he is carried away and enticed by his own
lust." (James 5:28)
Hope this helps,
Buddy
