Kevin,
You asked:

The Scriptures are plain in that a woman's role does not allow
her to have spiritual authority over a man. In the Scriptures you
reference, the word for 'woman' and the word for 'man' can also
be translated 'wife' and 'husband.' So it isn't simply an issue of
the Church. This extends also to the home.
Both Paul and Peter preclude a woman being in authority over
men. If you go back to verse 1 of the chapter you are
referencing, notice it says, "It is a trustworthy statement: if any
man aspires to the office of overseer, it is a fine work he desire
to do." The office of overseer is for a man. There are reason for
this that I won't get into to at this point.
In our ministry we do not license women to the ministry. We do
give respect to the fact that a pastor's wife would normally be
pastoress to the women of the church. But this relates to her
serving with her husband in the ministry.
You asked what a person should do who attends a local church
that allows this unbiblical practice. This is not a difficult question for
me, but it might be for someone else. Based on my understanding of the
Scriptures, I could not be a member of a church that went contrary to the
Scriptures.
Blessings,
Buddy
